Get enough current from the source to the sink. Tap a cell to put a component on it: current can only run through cells with components, and each cell's number is the most current it can carry. You have a strict budget of parts, so a single wire is rarely enough. Split the current across several paths.
Every level is built and checked by a solver, so the part budget is always exactly enough.
